Narzary was born in Kokrajhar, Assam, India. According to an interview, his father trained him in his first steps to football, and he also performed football for his school team over his childhood. His father passed away when he was young, and his mother did small chores.
On 2 October 2019, Narzary married Geetanjali Deori. His marriage is as per the Bodo tradition at Batabari village in the Kokrajhar district of Assam.

Holicharan used to play football in his village from childhood; he played in his school team and impressed everyone with his subtle but spotless skills.
He was promoted to try his chance at the Sports Authority of India hostel; he represented Assam at the U-16 National Championships in Mahilpur.
Holicharan was reconnoitered for India’s U-16 squad after playing at the Championship tournament.
After then, he progressed his approach to the under-19 team giving him a golden opportunity to break into the senior squad.

Halicharan Narzary Career –
Narzary first began to play football in his hometown Kokrajhar, Assam and represented his school team. After the impressing in the school leagues, who called him to assist a trial at an SAI hostel nearby. After cutting there, he represented Assam at the U-16 National team in Mahilpur. Scouts speckled his talent at the tournament, and he acquired a call-up to the India U16 squad. After then, he completes his graduation to the India U19 team.
Narzary was loaned to the recently formed FC Goa for the first season of the Indian Super League. He performed his debut match for the club on 15 October 2014 against Chennaiyin FC, which completed in a 1–2 defeat for Goa. On 10 December performed his last game for the club against Atlético de Kolkata (later ATK), which ended in a 1–1 draw after the final whistle. After completing the season, Narzary left the club and signed Dempo after finishing his loan term.

Narzary represented India U19s and made his debut against Turkmenistan U19 on 31 October 2011, which India U19s won 3–1.After completing his debut for the India U23s in the 2013 AFC U-22 match qualifiers on 25 June 2012, he came in as a 39th-minute replace for Jeje Lalpekhlua against Iraq U23, which the score of 2–1 beat India U23.
He performed all 3-matches in their group stage, including the must-win championship against Bahrain on 14 January, which turned out to be a 0–1 win for India, resulting in the elimination of India from the campaign. After the Asian Cup left, India selected their 35-man squad for the 2022 FIFA World Cup qualifiers, where Narzary was also called-up.
