    Except for Goa, Delhi & Sikkim all other states were in not in favor of 28% GST. (Goa & Sikkim didn’t want this as they are largely dependent on casinos) All other states in favor of it, hence there was no voting. 1st October is when it is expected to be implemented after amendment of the state laws. 28% GST will be reviewed on deposit amount and not entry fees. This will be reviewed again after 6 months.

    They believe that online gaming, horse racing are equivalent to betting and hence the change is being made. Karnataka High Court has not upheld the stand above, and Finance Ministry has appealed for the same in Supreme Court. Ministry is not in favor of GST on platform fee as it doesn’t result in good revenue collection. Hence it will be on deposit amount. (All the above interpretation is only as per my understanding, please do verify with a news source & ministry circular)
